India is trying to turn semiconductor policy into a durable domestic ecosystem rather than a set of isolated incentives. The central challenge is building Indian-controlled capability across chip design, packaging, materials, manufacturing, and talent so that firms can create and own more of the value chain. Tata Electronics, L&T Semiconductor, and a growing set of design firms point to an emerging industrial base that links fabless development with local production and testing. The stakes are high because the effort is meant to reduce dependence on foreign supply chains while creating intellectual property, skilled jobs, and a platform for long-term industrial competitiveness.
